One thing that "seems" odd to me is that Bush isn't getting any credit for this. He got all the blame when it was at $4 a gallon... He should get some credit. After all it's less than two weeks to election day.  Of course an argument could be made that with the economy and financial mess, not many are traveling or are out of work and don't need that much gas.
