After looking at the list of criteria that John had posted its no wonder that nothing's been done. Some of it is obviously justified but some of the other requirements are a bit outlandish. Even if you could get it at the base bid of $25,000 it appears that you'd have another $75,000 (or more) in it before it ever leaves the dock. 'Seems like a good "Univeral" project for ALL "lovers of the lights" to get involved in. Ummmm...talk about logistics problems...but it would still seem worth it.
