Probably the better suggestion for the classification of the U.S. and Canadian lights, is #2, by general area. It will keep the number of albums down, as you have suggested.
I also incline to this solution. It has advantage that number of albums will not raise so high. But in this case can you help me to define this division? I.e. my suggestion is:
North Atlantic Coast
South Atlantic Coast (where could be the border? may be where is some traditional "division" between south and north?)
Alaska
Gulf of Mexico
North Pacific Coast
South Pacific Coast (same question as for Atlantic coast)
Great Lakes
Other inland territories (?)
Anything else?
And same for Canada:
Pacific coast
Atlantic coast
Hudson bay
Arctic ocean
Great Lakes
Other inland territories (?)
OK what i've missed?
PS Of course files could be easily moved from album to album. But if their number will be increased, this could be long task.
