"No Photos"? For you to read the sign, you must still be on public property. You are not tresspassing when you're on public property unless that public property is posted "no Tresspassing" for some reason. I don't think any private citizen has the legal right to prevent you from taking pics of things that are in your view when you have a legal right to be where you are. They could put up barriers to prevent pics being taken but I would say if you can see it, you can photograph it.
