One correction, John, the paint samples do have felt on them (now) at least the ones I now have, are with felt on the bottom.. One of my most prized Harbour Lights in my collection is a paint sample of the White Hull AB118 USCGC Icebreaker Mackinaw, it has felt on the bottom...
