It is called Federal Hill because the Union was encamped there with cannons FACING the city to prevent secession.
I believe you are mistaken. It was named Federal Hill long before the Civil War. "Federal Hill Park was given its current name in 1788 during a citywide celebration of Maryland ratifying the U.S. Constitution; some 4,000 Baltimoreans came to the hill to celebrate."
