I am not sure if this is what RIP is talking about, but I did find a website about seven temporary Navy Lightships during WW I from 1918 to 1919. Even gives their names. Two of them were Navy Tugs. Seven Navy lightships during 1918 to 1919 Navy Temporary Lightships
