On the Cape Neddick, the little boy is just that.... a little boy. A friend and Harbour Lights dealer from the start of Harbour Lights in 91 actually talked to the artist who sculpted the Cape Neddick lighthouse. The artist, who shall remain nameless, because the dealer wouldn't tell me their name, told the dealer the story behind the little boy in the window. I promised not to tell but maybe I can get the dealer's permission to do it in the form of a question and let someone on the forum come up with the correct reason. The artist was shopping in the dealer's store when this all came up.

Being a newsman, I have since verified the story from a second very reliable source, whose name I can't reveal either. I will ask permission next week to post the question(in the form of a question), while keeping all sources top secret, of course.
