My account has been limited because I have declined the new User Agreement. I can not pay thru paypal unless I agree to give them my account numbers of my savings or checking. Is this normal?

Unless you have tried to use PayPal and have been declined, I would go to their site and investigate. This sounds like a phishing expedition to scam your numbers. I have received a bunch of these type emails lately, even to addresses not associated with my PayPal account.
Doesn't PayPal already have at least a bank account number for you? There has to be a way to fund your account unless you only accept money and never send it out.

Dave, They have to have some type of account information for you to even acept money since they have to have someplace to deposit it. As Dave said, though, if you got this as an e-mail with no prior transaction do not answer via the e-mail. You shoul dalways go to Paypal site directly using a link you know to be secure- or any other financial site for that matter- before you give anybody any critical info like account numbers or passwords. I have gotten a ton of PayPal phishing lately and it's to my wackopaul_8@bvimpact.com email address which PayPal doesn't even know I have.. I have another email account I have always used with them.. When I get one of these phishing emails I always forward to PayPal. On their website you will find an email address to forward the fake email... They appreciate people doing this so that they can try and go after the phishers...

... and when you report these phishing emails, make sure you include ALL the header info. That goes for reporting spam and phishing emails apparently from banks etc. The complete header makes it easier for these organisations to trace the origin of these dreadful emails.

Dennis' link is bad. When communicating with PayPal, always use the "https://" begining in order to sign in securely.

If you suspect the email you get is phony forward it to spoof@paypal.com. They will respond (usually in a couple of hours) and let you know if the email is legitimate. I've been getting a lot of phony (phishing) attempts lately to an email address that I do not use for Paypal. I've also been getting them from "supposedly" ebay. Those can be forwarded to spoof@ebay.com.

PayPal sent something out on phishing some months back. Recently, ebay also sent an alert.

It definitely sounds like someone is trying to scam you. Just think of all those unfortunate people who fall for that line and then have their accounts drained. I ocassionally get a request to update my info at eBay, including my credit card info. The funny part is that I don't have a credit card on file with eBay. I joined when it wasn't necessary to give them a card. I just pay my bill by personal check when I owe them money. I haven't sold anything on eBay in awhile but I do still hunt down bargains. Bob

I have only paid by credit card on paypal. I tried to pay an ebay account and I got the message. I looked it up on ebay and got the following: Why is my account access limited?
Your account access has been limited for the following reason(s): · Feb. 28, 2006: Access to your account has been limited because you have declined the new User Agreement. To restore full access to your account please accept the new User Agreement. I looked into restoring my account and the only way ebay will restore it, is with a bank account routing number to my checking or savings. Does anyone else have to give them a bank account number?

Okay I got it fixed.
I called paypal and talked to customer service. All I had to do is to pick the new User Agreement button on the left side and say yes to the three questions. Apparently the new agreement gives you the option of paying directly from your bank account. It was more than giving me the option it was forcing me to do that. If I didn’t look more into it that would have been the only apparent solution.
Also the new user agreement is printed in a small box that has to be scrolled down to read it all. It is not very easy to read. Wonder what all I agreed too?

Daniel, I think you agreed to send me any old unusual variation that you might find for the Midwest Harbour Lights Museum to exhibit.. I think it's there in the small print somewhere...

Yikes I lost my patience reading through all the prints. I knew there was something fishy when you have to read three pages of stuff through a 1”x3” porthole. Paul The only problem is that my wife accidentally threw out the key to our climate controlled storage where most are kept. They are nice and save even from me.
