Open a command window or go to a DOS prompt and try to ping this site. (I'm assuming that Windows 95/98/ME includes the common 'ping' program - most systems do - here on Planet Fresenel we run NT, Win2k, and Linux and they all include 'ping'.) At the command prompt type:

ping 216.46.163.97

then press Enter. (216.46.163.97 is the IP address of Lighthousekeepers.com)

If you have contact with the net and the site is available, you should see a Reply indicating how long the trip took. Here's what I got a couple minutes ago.

Reply from 216.46.163.97: bytes=32 time=90ms TTL=242

Ping uses a special protocol to echo request and reply packets to determine if a particular system (IP address) on a network is functioning. You can use ping on local networks as well as the Internet.
