Platform with a modern beacon attached. I would think what the mans issue is revolves around the platform is where the light was. It marks the point where it was determined a light was needed, and as such it is historical. Maybe not pretty, useful or economicaly viable to maintain, but there is history attached to the platform (and maybe a government minister, too...)
