Sounds like this group was hoping to bypass the "get a lighthouse for free" system that is in place courtesy of the NHLPA. Also sounds as if they really aren't interested in opening the light to the public in the way I would think it should be. Probably be decent stewards of the property, but would you and I be able to tour the light next time we are in NOLA?
