Our neighbor gave us a copy of a terrific article, Back from the Brink about the move of Cape Hatteras in the October, 1999, issue of the magazine, Civil Engineering. The article offers a 'different' perspective of the enormity of the job - a very interesting read. (It was not over-technical and boring.)

We tried to find the magazine or the article on the Web without success.
