Cape Mears must be among the shortest. Listed at 38 feet on this website, it is said to sit on a 200 foot cliff.

Portland Breakwater Light, in South Portland, Maine, is right at sea level, and stands only 13 feet high. I think it takes the prize as shortest tower in the country.

Brant Point Light at Nantucket is a "shortie". Full Moon high tide brings the water fairly close to the base of the light.

Castle Hill, RI is a short one too.

When HL's sculpts me with my lantern the record will stand at 5'8".

But don't you normally work in a 6' deep hole in the ground? That would make the actual height a -4". This would definitely be a contender for the record! Could probably get the overall height to a positive number if you held the lantern up above your head...
