This may be a little far fetched, but how about a lighthouse in the process of being constructed? The tower could be say 3/4 complete and be surrounded by metal scaffolding. A lighthouse tender could also be present, like the icebreaking tug next to White Shoal.
Maybe a lighthouse being restored or repainted could by sculpted.
Just a few of my "left-field" thoughts.
