The Collectors Guide says HL212 had a LE of 9,000. Why does mine say 6931/10,000? Same with Lorain OH #207. It says 10,000 instead of 6,000.

The higher number on the piece is what was planned, however, if after a while (seems like 3 years)if it had not sold out, production was stopped. Therefore, the piece is more rare than planned.
If I am wrong, can someone please correct me?
