Unless I miss my guess, the keeper doesn't live in the building and he probably checks the air-conditioning etc. I would say that it is a beacon, a very tall beacon, but a beacon none the less.
That brings up the real question of.... Just what is a lighthouse? Around the Great Lakes if there isn't a house either where most of the lights are located or at least nearby, it is called a light.
Example:
Michigan City East Pierhead Light - HL123
Michigan City Lighthouse - Harriet Colfax for 43 years was the keeper of both the Lighthouse and the Pierhead Light
Were there guidelines in the naming of a light or a lighthouse?
I found this on the Empire State Building's official website...
