Could someone tell me what the little building with the bell is on this wonderful sculpture. I have a feeling its a water pump house and storage building but I would like confirmation. Thanks!

The structure you refer to houses the fog signalling equipment. Orginally a bell and then foghorn, probably steam powered.

This is known as the bell or foghorn house. Pemaquid Point is a must see lighthouse if you are visiting mid-coast Maine.
