Since you said it was early morning it appears you are facing northeast (by the shadows) and my guess would be maybe sun light shining thru drops of dew on a spider web driping down.... or something like that.

The position of the sun was important to viewing the marks. With the sun at my back, the marks couldn't be seen. The marks are seen only when looking towards the sun.
No spider or web or drips involved.
The marks are on the old concrete themselves. By this time in the day, the marks have disappeared.
But what made the marks?
