Hi George...
The seller has a perfect feedback score. He descibes the piece as 'not perfect' (in effect). But at $99 it's a deal.
Note that for each of his HLs for sale, those are NOT pictures of the actual piece, but scanned from the Collectors Guide publication from 1998. I'd email him and ask him/her just what is wrong with the piece and can he take some digital images and email them to you ASAP.

I'd venture a guess the piece may have a flaking problem. This could lead to a considerable amount of paint missing.
