Part way thru the article it comments that some consider his work to be self serving. Honestly, that is the thought that crossed my mind when I read what state he represented. However, the man is right. The CG gets the short end of the deal on a too regular basis. As always, we tend to fund things in what seems to be a random, poorly thought out way. It is frustrating to watch the Navy toss money into the fire building aircraft carriers that can't launch or recover planes, or on the rare occasion that they can, they may not be able to arm them. We built a new destroyer that has such an advanced gun that they can't afford the shells for so they have removed it. It is also one of the ugliest ships I have ever seen. The man they named the lead ship after, Admiral Elmo "Bud" Zumwalt (a former Chief of Naval Operations) is probably rolling over in his grave knowing it was named after him. We fund new projects that have not been thought out or proved to be viable while we skip over needed funding requirements like the CG.

This reinforces the Coast Guards thoughts that "we have been doing with nothing for so long that we will continue to do everything with no money forever".
