I am not sure if this is what RIP is talking about, but I did find a website about seven temporary Navy Lightships during WW I from 1918 to 1919.
Even gives their names. Two of them were Navy Tugs.

Thanks, Daniel! My grandfather returned from France via New York; he might have seen the USS Finch or USS Cardinal. Like me, he grew up just a few miles from the light at Point Isabel.
