It all boils down to what the other station is doing. Mobil stations in my area have a certain day each week (Super Sundays, Wacky Wednesdays) when they lower the per gallon price on all grades by 8 cents. This move usually makes them even with the cheapest gas around. On those days, the cheapest gas around also goes down a penny or two to stay below Mobil.

People line up at the Mobil when the price goes down. Then the cheapo gas (Cumberland Farms/Gulf) keeps their price lower until Mobil puts their price back up.

What also amazes me is that there are three Cumberland Farm/Gulf Stations within three miles or so of my home. Their gas prices are all different! Usually the price varies by 2 or 3 cents a gallon. Same company, same gas, why not the same price?
